The Collapse of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the announcement of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been defused. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of aerial bombardment on Kyiv.

The Pattern of Negotiation and Warfare

The chain of conflicting incidents captured the bleak nature of the outgoing year. By day, political struggles are fought: positive announcements are delivered from multiple capitals. Significant resources is expended on restraining certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "peace".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track rocket firings from enemy soil, a capability enabled by current data. From observation points, defense planes that had been scrambled to intercept incoming cruise missiles flew past – sophisticated military planes provided to Ukraine by Western partners.

Shortly after, Kyiv's anti-aircraft weapons activated: several firings deployed against a hostile projectile. This was a sophisticated defense system at work, most likely delivered by allied countries. Every firing creates sudden vibrations, shaking the windows. The instant of fear quickly transforms into resigned acknowledgment: possibly the incoming missile won't cause damage this time, preventing destruction from devastation and additional electricity failures.

Ongoing Risks

Not long after, a heavy machine gun engaged a aerial vehicle somewhere nearby, part of a defensive team – probably Western-made equipment. Regrettably, the shots failed to hit the hostile drone – it maintained course toward its destination.

Intermittently, this continued until dawn. Kyiv greeted the morning news: seven people killed, devastation and utility failures in numerous residences as a result of the evening attack. As typically, everyone still went about their day – living the war. But those entire period encapsulated Ukraine's vital need on international aid – a dependence that neighboring countries are evidently unprepared to replace in the near term.

Ineffective Peace Efforts

The comprehensive proposal from Washington generated strong feelings, discussion and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.

Every new proposal from US leadership follows the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually achieve victory. This trend will, certainly, persist.

Tactical Assessments

It is easy to blame specific actors of repeatedly advocating Russian terms. But that does not seem to be the entire situation. American leadership operates on a principle well known to international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration assumes that it is unrealistic to force Russia to surrender the land that it currently occupies in Ukraine's south or east.

The issue is that while recognising this factual reality, Washington does nothing to discourage Russia, through statements or actions, from assuming that the current condition will not change more in its advantage in the coming year.

Opposing Positions

Therefore, Moscow is certain that the clock favors them – that Ukraine and its supporters are nearing depletion. Their motivation to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing civilians and areas but averting a total frontline collapse until situations evolve in its advantage.

Current Realities

Objectively, there are no real preconditions for a armistice. Now, personal considerations are entering the equation: political desires to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unsuitable, so that their focus does not shift toward homefront challenges. And although their objective will now be much harder after current events, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a mere seven days to terminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, latest revelations, all achieved their purpose.

While new initiatives based on previous concepts are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to alter the situation, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, largely rely on ongoing international assistance.
